In early 2006, the California Prisons went into "Medical Receivorship" with the Federal Government. Dr. Robert Sillen was selected to become the Receiver, and is responsible to the Federal Government to straighten out the serious medical problems that exist in the California prisons.
As of November 28, 2006, all Medical Staff now reports to the CA Prison Health Care Receiver (Dr. Sillen's office).
The Medical Receiver now has a website. It has a wealth of information. CHECK OUT the FAQ section. You'll see how to handle medical complaints. Here is the contact information:

The California Department of Corrections and Rehabilitation has an "Inmate Healthcare Inquiry Line" that people can call. You will not talk to an actual person. It is a recorded message, and allows you to leave a detailed message. You will also be encouraged to also write to them. They give an address, but it is hard to get it all written down, as it is quite long. I've included it here:

The recording urges callers to leave their comments, complaints, or concerns in detail. If a reply is desired, the caller needs to remember to leave a phone number or other way for someone to get back in touch. If the problem is with a specific inmate, they ask the caller to leave the inmate name, CDCR number, and facility where the inmate is housed, if known. The recording suggests that the caller should send something in writing, too, even if a message is left.
