The meeting was called to order by IFC Chairperson Victoria Doran at 1:35, somewhat later than usual due to the IFC tour of the Vocational Landscape program.
A motion to approve the minutes was brought and seconded. The April 6, 2008 minutes were approved.

Congratulations:
Congratulations were given to all officers involved with the "Get on the Bus" program for Mother's Day this year, and special acknowledgement to Lt. Jacobsen. Letters were sent to each officer and to the Warden acknowledging each officers contribution.

Ad/Seg/SHU Shoes Follow-up:
Follow-up on tennis shoes in Ad-Seg/SHU was provided by Administration. Women housed in these units have their shoes confiscated and have been allowed to wear only socks and shower thongs for footwear. It was clarified that the inmate may request state issued tennis shoes from staff by filing a request form with staff. Some housing staff were not familiar with the procedure for issuing state issue tennis shoes. It was agreed that staff will be provided training with regard as to how to issue the tennis shoes when an inmate requests them.

Ad/Seg SHU Jackets Follow-up:
The IFC has requested that inmatesin Ad-Seg/SHU be allowed jackets during inclimate weather. The problem of storing the item is an issue and suggestions were given to the administration for their review. Overall approval is still under consideration by the administration.

Legal Documents:
Procedures for signing legal documents was discussed. VSPW currently has a procedure for signing legal documents. It is through legal visits or the use of legal mail through an attorney. The IFC requested additional information with regard to what the written procedure is versus what the DOM allows. The administration is reviewing and additional information will be provided.

Distribution of IFC Minutes:
Copies of the minutes to the WAC and posting of the minutes in the Visitor Processing area was discussed and Lt. Neeley volunteer to tak responsibility for the handling of these two matters.
6.
Digital TV Convertors:
It was determined that to convert a television from analog to digital reception would require the use of the remote control which is usually not shipped with the television of confiscated at R&R. Methods to obtain a few remotes to circulate amongst inmates in order to accomplish the conversion were discussed. The use of Federal issued coupons by inmates to purchase the convertor boxes was mentioned and will be clarified by the administration at the next meeting.The coupons provide a $40 discount off the price of a $60 convertor box.
7.
Parolee Clothing:
Charli Eaton mentioned that a church in Fresno CA. would be donating clothing for parolees and the availabilty of space to store the clothing was assured.
8.
Textbooks:
The Education Department reported that texbooks were standardized and donations may not be acceptable. Education levels ABE1,2, and 3 , GED programs and High School must comply with State textbook standards. A list of those approved texts and commonly used College level texts will be assembled and provided to facilitate donations.
9.
Personal Books:
Inmates were advised that a donation of their personal reading materal is encouraged when obtaining new books. In lieu of giving books to friends or cell mates, the inmate should donate the book to the library and then it would become available for all inmates tocheck out.
10.
Christmas Goodie Bags:
Planning for the Goodie Bags was discussed and a prototype will be assembled and available for review by the administration at the next meeting. A target delivery date for 4200 bags to VSPW was set for December %, 2008. A step-down version of the Goodie Bag for those inmates housed in Ad Seg/SHU will be submitted for approval by the administration.
