INMATE FAMILY COUNCIL MEETING MINUTES

The meeting was called to order at approximately 1:05 p.m.

Agenda Items:

It was noted that the diaper changing stations were installed. The bulletin board to display pictures of the Inmate Family Council Members and minutes of the meetings is being built.

Mr. Eichenberger reported that he looked at a large number of the housing units and each had an adequate supply of cleaning products. The products provided are:

Ajax
Citraside
Window Cleaner

Each room is given products for cleaning three times per week. The supplies are inventoried each shift and Material and Stores Data Sheets are kept on file in each housing unit. Inmate porters are trained on each products proper use. In the case of special circumstances, such as a spill, additional products and gloves are provided for clean-up. There was further discussion regarding the need to have cleaning supplies in the rooms at all times, but it was explained that safety and security precludes this.

A question was raised at the last meeting regarding visitors wearing hooded jackets. Hooded jackets are allowed and this will be added to the new visiting procedures.

A question was raised regarding inmates not being allowed to wear their coats in the visiting room. Lt. Donaldson is looking at this procedure and will report at the next meeting.

General Discussion:

Mr. Coolbaugh asked if VSPW has interpreters to assist visitors who don’t speak English. Warden Henry assured him that there are an adequate number of staff who receive bilingual pay and are available when assistance is needed.

The allowable storage area and availability of legal material was questioned. The council was told that per Title 15, each inmate is allowed six cubic feet of storage space. When an inmate’s legal material exceeds the space available and is not needed for an open case, it is placed in Receiving and Release and is available to the inmate upon request. It was noted that the inmates at VSPW have more than the allowed six cubic feet of storage space.

Mr. Errante voiced his concern that inmates placed on C/C status are not allowed telephone calls. This means that loved ones on the outside who are expecting a call don’t know what has happened and this causes them to worry. It was noted that the inmates are allowed to write and let their family know their status. C/C is a choice made by the inmate. Also, family members can call the Facility Captain, Correctional Counselor II or Correctional Counselor I to ensure their loved one is safe.

The fact that no pictures have been available in Visiting was brought up. Lt. Donaldson assured the committee that every effort is being made to find a replacement for the inmate photographer.

A question was raised as to why cigarettes that do not have a California tax stamp are not allowed in quarterly packages. The issue was explored and the following is the answer to this question:

There is a California excise tax and a California sales tax for cigarettes.
Cigarettes are subject to a tax of 87 cents per pack or $8.70 per carton.
The receiver or consumer of the cigarettes is responsible for paying the tax on cigarettes
mailed from outside the State of California if they do not have the tax stamp.
Therefore, cigarettes without the California tax stamp will not be accepted at VSPW.
