INMATE FAMILY COUNCIL MEETING MINUTES

The meeting was called to order at approximately 1:05 p.m. Introductions were made and the Warden welcomed the newly formed council members, alternates, staff and guests. Ombudsperson Ken Hurdle went over the history that led to the formation of the Inmate Family Council Pilot Program. Warden Henry said she is looking forward to participating on the council and believes good things will come from working together.
Warden Henry went over the Inmate Family Council Bylaws. A corrected copy is attached to these minutes.

A copy of the California Code of Regulations Title 15, Crime Prevention and Corrections, and the Inmate Visitor Handbook were handed out to all in attendance. It was noted that all the rules and regulations regarding visiting can be found in these two books.

It was suggested by Mr. Hurdle that a picture board picturing the council members and alternates be placed in the Entrance Building so other visitors will recognize them as participants on the council. He said a suggestion box in the Entrance Building is also a good way of soliciting questions, concerns and ideas from the other visitors.

General Discussion

There was discussion about the change in the rules regarding cigarettes and the cost of purchasing them from the institution vendor.The amount of money allowed into Visiting was discussed and it was explained that the amount and denominations allowed were established by the Director of Corrections and are adhered to by all California State Prisons.

Time frames for mail delivery were discussed. Captain Hornbeak reported that at this time the average time for mail to be delivered to an inmate after it is received at VSPW is three days. However, during the holidays when the amount of mail increases, the number of days it takes to be delivered can increase.

It was suggested that visitors be allowed to sign-in and sit down instead of waiting in line. Captain Hornbeak said she is currently looking at visitor processing and ways to make it more efficient.

Visits being terminated because of over crowding in the Visiting Room was discussed. Sergeant Fuller went over the method used to determine which visits will be terminated. The Department of Corrections budget and a decline in inmate population has resulted in a decrease in staffing. This has resulted in some termination of visits the last few months. Sergeant Fuller noted that Sundays are the busiest days and the most likely to have terminations. She announced that if ever a visitor feels they have had their visit unjustly terminated, they should talk to her.

Quarterly packages were discussed and it was determined that the Receiving and Release Sergeant will be invited to the next meeting to discuss the rules, regulations and process of receiving and distributing quarterly packages.

It was suggested that pictures be taken at the next meeting so they can be displayed in the Entrance Building

Warden Henry passed out Notice of Change to Director’s Rules Number 02/03, regarding a public hearing on March 8, 2002 in Sacramento to discuss changes in the Visiting Rules.

Elections:

Nominations and/or election of officers are to be held at the April 5, 2002 meeting. The council has agreed to meet an hour before the meeting to get to know one another and to discuss nominations. Pictures of council members and alternates will be taken during this hour.

Volunteer Agreements were completed and signed by those present. A copy of each council member’s agreement is enclosed with these minutes. Those absent can complete their Volunteer Agreement at the next meeting.
