TEMPORARY COMMUNITY LEAVE (TCL) & VIEWING A MEMORIAL SERVICE VIDEO
(Please note: The inmate and/or family must pay all transportation and guard costs for a Temporary Community Leave.)

Many ladies may be eligible for a TCL. A TCL is when you are escorted by an officer to attend a funeral service.

For a TCL it must be an immediate family member, per DOM Section 62070.5. Which is: Legal spouse, natural parents, foster parent, grandparents, brothers, sisters, children natural, adoptive, step, and grandchildren.
NOT EXCEPTED are aunts, uncles, and cousins.

You must submit a TCL request to your CCI (prison counselor) to begin the process ASAP. The TCL Screening process is:

1) Inmate or their families must request the TCL. With Inmate's Name, CDCR Number, Housing assignment number. Family must state how the inmate is related to the loved one who passed away.

2) Family must provide name and contact information for hospital, coroner or funeral home, when the service is, and what county the TCL will be held at. The contact information that is needed is: Name, phone number, address, FAX #.

3) All expenses must be reimbursed from the inmate or your family. An inmate must sign three trust account withdrawal forms, CDC Form 193. These documents are to be included with the TCL request packet for review by the Warden. The CCI (counselor) shall complaet the Form CDC 1839 Exemption of family visit/temporary community leave funds from Restitution Fines/Orders.

There are four ways to send money, in order to provide for the service:

      a) Western Union: 1780 West Robertson Blvd., Chowchilla, CA 93610. Must have inmate's Name, CDCR#, Housing address and ATTENTION to the inmate's CCI.

      b) Overnight Express Mail: mail to institution mail room by express mail. The CCI will advise mailroom staff requesting that the mailroom staff notify the CCI when
           funds are received. Must have inmate's Name, CDCR#, Housing Address and ATTENTION to inmate's CCI.

      c) Personal Delivery: Funds will only be permitted 24 hours before the TCL is scheduled. The funds will be taken to the cashier in the Accounting Office. The bank
           issued cashier check or money orders only. No personal checks or cash. You can not bring personally delivered funds any later than 1400 hours.

4) For Custody Officers to be approved to do a TCL thre are set criteria that have to be met first. The Custody Officers must have annual training in transportation of inmates. A list of all Custody Officers who are currently qualified for TCL's will be provided on a monthly basis by the In Service Training Lieutenant to the Correctional Captain, Watch Commander, all Facility Captains and Correctional Counselors.

5) The inmate must wear state clothing unless approval is given by the Warden or designee, when the paperwork is first submitted. The inmate shall be transported in state clothing and change into personal clothes upon arrival to their TCL.

Do not wait until the last minute. It is your personal responsibility to do this. The CCI is responsible for the processing of all paperwork, which includes the TCL funds. This is why it is essential for you to start the process quickly.

You can
not have an escape risk, threats toward anyone in the community or have a pattern of violent behavior. All inmates will be required to UA before and after returning from the TCL.

VIEWING OF A MEMORIAL SERVICE VIA VIDEO

1) Once a counselor has notified you and a chaplain that there has been a loss in the immediate family member. Must state date family member passed away and date of memorial service.

2) The family must verify that a video will be available for the inmate to view.

3) The family member must contact the Chaplain, informing them that a video has been sent. The information that the Chaplain will need is the person who is sending the video, the inmate's Name, CDCR, Housing Address and Job Assignment. This information will allow the Chaplain to inform the inmate when the video arrives.

4) On the envelope, your family must state ATTENTIONL Chaplain ___________, Inmate's Name, CDCR#, Housing Address, PO Box 99, Chowchilla, CA 96310-0099. In the corner of the envelope should be printed "MEMORIAL SERVICE VIDEO".

5) Once the video reaches the institution it will be viewed by both the correctional staff and the Chaplain.

6) The Chaplain will contact the inmate with an available date and time that the service can be viewed.
At no time can the inmate physiclly touch the video.

7) When viewing a video the inmate may have a few ladies there for support.

8) Once the video has been viewed, the inmate must send the video back out at the inmate's expense.

NOTE:
FAMILIES SHOULD KNOW THE INMATE'S CDCR#, HOUSING ADDRESS, JOB SITE AND CCI.

There are several things that you can do for yourself and your loved one even if you are unable to say your goodbye in person.

-Call your loved ones at home.
-You can write a letter to that loved one.
-You can write a letter that can be read at the memorial service for your loved one.
-Talk with a confidant about happy memories of your loved one.
-Gather pictures of your loved one.
